Wallpaper Problem

hi brought a T720 of ebay worked for a few hours and when i downloaded a wallpaper i coudnt turn my phone on


it comes up either blue or dodgy low res colours

ne ideas why i cant use my phone maybe the res on the wallpaper wrong?

can i reset this neway
