I think you need some sort of card plugged into the PC to let you watch it.
Should be some information HERE (http://www.radioandtelly.co.uk/onyourpc.html)
You will need a DVB-C video card (DVB-C standing for digital video broadcast - cable). But do not expect to receive all sky channels. The card will basically decode what your provider will send you. If you provider is just a broadband provider, and not a cable tv provider, you may not get anything.
I should think you would only use a DVB-C or DVB-T video card/usb dongle to receive digital signals through 'television cables' or 'over-the-air' respectively (you wouldn't use these devices to receive say Sky TV through a broadband connection- which distributes the Internet, not television).
If Sky TV is being distributed via the Internet and can be accessed with a broadband connection (not dial-up because of the high bandwidth) you'd simply watch it by streaming the video through the Internet- i think maybe this is what you originally meant. Because DVB-C video cards for PC's don't exist (i'm sure) and DVB-T cards which are available only work with digital terrestrial television (such as FREEVIEW) and freeview doesn't provide Sky Channels except for Sky Sports News (i think it is). So the only alternative solution that could possibly be providing Sky TV channels is the Internet.
I may have heard that certain cable/broadband providers are providing digital tv through broadband by streaming video.
But i simply haven't a clue! :)
