problem unlocking 3310

hi, I tried unlocking my sisters old 3310. when i entered the code the display said "SIM restriction off" BUT when i put the o2 sim card in it said "SIM card not accepted" she said it only works on vodafone - why cant i unlock it ?
p.s. it does work on vodafone by the way.
here are the details anyway : IMIE - 351351805948330 - NOKIA 3310 - currently on vodafone - UK. any help would be much appreciated - cheers, banksy. :confused:
